What is man what?
man what is a collaborative game design project by the denizens of the RPG.net forums (http://forum.rpg.net/). It's rife with in-jokes and forum-specific memes - up to and including the title - so don't be surprised if very little of it makes sense at the moment. The goal, however, is to produce a playable (if satirical) tabletop roleplaying game, built on a foundation of self-referential catch-phrases and incomprehensible inside jokes.
Yes, it's all very silly.
How do I sign up?
If you're interested in participating, the first step is to become a member of the RPG.net forum community. Just hit the "Register" link at the top-right of the forum index:

Where do I start?
Once you're up to speed and ready to start contributing, simply pick an unassigned section from the project outline and go to town. You don't need to submit anything to anyone for approval - the lack of firm editorial control on this project is a feature, not a bug. Once you've made a contribution to a new section, that section will be officially assigned to you during the next round of maintenance.
What should I know before I begin?
Just remember to check the random notes page for the current style guidelines, and to see if anything has already been pinned down regarding the section you've chosen.

A note on art
Please refrain from grabbing art for your section(s) from random Google Image Searches or the like. This may put a damper on things, but we'd strongly prefer if any art used in this project be restricted to a. solidly and provably public-domain stuff, or b. pieces whipped up by volunteer artists specifically for this project. There's been a lot of ugliness regarding art theft in the hobby lately, and we don't want to contribute to it.
